Local Transport Plan
The local authorities in Greater Manchester area plan their own area wide transport strategy. This strategy is called the Greater Manchester Local Transport Plan [gmltp]. It is a statutory document prepared under the Transport Act 2000.
This is a 5-year strategy for the management, maintenance, development and monitoring of the County's transport system and is put together by the ten City and Metropolitan Borough Councils and Greater Manchester Passenger Transport Authority (GMPTA) with the input of local stakeholders. It provides a basis for bids to Central Government for the resources needed to implement the strategy.
The First Local Transport Plan (LTP) covered the period up to 2006. Progress on this plan [gmltp+transplanprog0102_0506] has previously been reported each July in an Annual Progress Report. A Delivery Report covering all 5 years of the plan was produced in July 2006. This first LTP was put together by staff from the constituent authorities working together on a temporary basis.
The Second Local Transport Plan (LTP) [gmltp+localTransportPlanDocs] which was submitted in March 2006, covers the period up to 2011. Progress on the Plan will be extensively monitored, and will be reported biennially. The Second Local Transport Plan, together with monitoring and review, is co-ordinated by a permanent team, the Greater Manchester Joint Transport Team (GMJTT) [gmjtt], seconded from those authorities. Finance to implement the Plan's proposals comes from the annual LTP settlement made by Government, from separate Government grants, and from the revenue resources of the Districts [gmltp+e_newsletter_1_first_draft]
