Highways In Salford

Highways include publicly-adopted roads and footpaths within the city boundary.  The majority of roads and paths are covered by highway maintenance but some are privately owned or are maintained by other council departments.

The council is responsible for carrying out repairs and for administering highway legislation via the Highways Act 1980 and the New Roads and Street Works Act 1991.  This includes:

Ü      Planned maintenance: resurfacing and renewal of road markings

Ü      Reactive maintenance: dealing with minor defects including potholes or other dangerous damage

Ü      Highway drainage: clearing blocked highway gullies and drainage channels

Ü      Obstructions: enforcement of highway legislation contained in the Highways Act 1980

Ü      Licensing: granting of permissions for use of areas of highway (eg. scaffolding, hoardings, road opening permits, events on the highway)

Ü      Surveys: carrying out of visual and machine condition surveys of the highway network

Ü      Street works: liaison with various utilities organisations (gas, telecoms etc) or other authorised bodies carrying out work within the highway.   Enforcement under New Roads and Street Works Act 1991

In the last few years Salford City Council has also assumed responsibility for the East Lancashire Road (A580) from the Highways Agency. The Highways Group of Salford City Council has two teams of experienced engineers providing a design and supervision service for the construction of a wide variety of civil engineering works.  These range from multi-million pound highway bypasses, to resurfacing of roads, traffic calming schemes, derelict land reclamation projects and improvements of riverside/canal walkways.
